The Wisconsin Department of Transportation was the lead agency on the Midwest Regional Rail Initiative study, and they have a homepage with the reports and newsletters for that study.
The Environmental Law and Policy Center of the Midwest. They have a collection of high speed rail pages and also run a low volume mailing list on the topic which is worth subscribing to.
The Midwest High Speed Rail Association is an advocacy organization supporting high speed rail in the Midwest.
Amtrak runs inter-city passenger trains in America and would be the operator of the Midwest system.
